The Plan of the SPI and the ENEA
In 1988 the town of Citta di Castello asked the ENEA (l’Ente
Nazionale per l’Energia e l’Ambiente, the greatest public
institution for scientific research in Italy) and the SPI (Societa
Politecnica Italiana, a business of the local Vincenti family, an
engineering studio founded in 1886) to prepare a plan for Belladanza.
In 1992 the ENEA and the SPI presented their project, which was
adopted and put into practice by Sogepu. The town of Citta di Castello,
together with the ENEA and the SPI then published in May of 1993
a booklet entitled “The Installation for the Disposal of Trash
of Citta di Castello,” for the purpose of informing the citizens
of the town. The booklet promised the realization of a landfill
that would serve as a model for all of Italy.
